Why some pairs have no record
Of the 9,232,482 possible ordered pairs, 15,303 have a record. A pair is left out when the two jobs share too little for the comparison to say anything, and also when they overlap so much that one is the same job under another name. Writing up the rest would mean thousands of pages with nothing on them.
